Levies a $3.00 annual fee on every motorcycle registered for use on Oklahoma roads and highways, in addition to existing registration fees.

Fee must be collected and paid to the Oklahoma Tax Commission at the time of motorcycle registration, following the same circumstances and timing as standard motorcycle registration.

Revenue generated from the fee is transferred monthly to the Department of Public Safety for deposit in the Motorcycle Safety and Education Program Revolving Fund.

Collection and payment of the fee is a prerequisite to licensing or registering any motorcycle in Oklahoma.

Effective date is November 1, 2010.
