Re-creates the Oklahoma Geologic Storage of Carbon Dioxide Task Force, continuing its operations until December 1, 2010.

Previously appointed task force members continue to serve with new members appointed as necessary by original appointing authorities, with staffing and travel reimbursement provisions remaining unchanged.

Task force shall study issues related to transmission and storage of carbon dioxide in geologic formations, including insurance, liability, and ownership issues for long-term storage facilities.

Task force must submit a report with potential legislative recommendations to the Governor, President Pro Tempore of the Senate, and Speaker of the House no later than December 15, 2010.

Emergency clause declares the act takes effect immediately upon passage and approval.
