Creates the "Motorcycle Mobility and Safety Act" to allow motorcyclists to proceed through red traffic signals under specific conditions.

Permits motorcycles to cautiously proceed through a steady red signal if the motorcycle has come to a complete stop, the traffic signal is programmed to detect vehicle approach but failed to detect the motorcycle due to its size or weight, and no immediate hazard exists from other vehicles.

Protects drivers of other vehicles from liability when accidents result from a motorcyclist proceeding through a red light under the act's conditions, preventing charges under failure to yield, following too closely, or unsafe speed statutes.

Amends 47 O.S. 2001, Section 11-202 regarding traffic control signals and modifies internal statutory references to accommodate the new motorcycle provisions.

Becomes effective November 1, 2010.
