Amends Oklahoma high school graduation requirements to maintain two curriculum tracks: college preparatory/work ready curriculum (subsection B) and core curriculum (subsection D), with core curriculum available only with written parental approval.

Requires school districts to report annually to the State Department of Education by December 31 the percentage of students enrolled in each curriculum track.

Mandates that school districts with 15% or more students enrolled in the core curriculum must submit a plan outlining steps to reduce core curriculum enrollment, including strategies for communicating postsecondary education benefits to parents and students.

Excludes students with individualized education programs (IEPs) under the Individuals with Disabilities Education Act from calculations of the 15% core curriculum enrollment threshold.

Becomes effective July 1, 2010, with emergency provisions allowing immediate implementation upon passage and approval.
