Authorizes the Office of the State Medical Examiner and the Board of Medicolegal Investigations to relocate to a location immediately adjacent or in close proximity to the University of Central Oklahoma Forensic Science Institute.

Grants the Office of the State Medical Examiner authority to take all necessary steps to effectuate relocation, including entering into lease-purchase agreements.

Grants the University of Central Oklahoma authority to take all necessary steps to effectuate relocation, including constructing buildings and entering into lease-purchase agreements.

Declares an emergency effective upon passage and approval, making the act take effect immediately for preservation of public peace, health, and safety.
