Creates the "Health Care Choice Act" allowing insurers licensed in other states to sell accident and health insurance policies to Oklahoma residents

Out-of-state insurers are exempt from Oklahoma's state-mandated health benefit requirements but must comply with mandated benefits required in the state where their master policy is filed

Applications for out-of-state health plans must include boldface disclosure warning that Oklahoma rating laws may not apply and premiums could increase in ways not permitted under Oklahoma-approved policies

Health benefit plan documents must include boldface notice that coverage is governed by another state's law and may provide fewer benefits than Oklahoma-mandated coverage

Insurance Commissioner is authorized to conduct market conduct and solvency examinations of out-of-state insurers and may promulgate rules to implement the act; effective November 1, 2010
