Renames the "Division of Travel and Tourism" to the "Promotion Division" within the Oklahoma Tourism and Recreation Department.

Increases the expenditure approval threshold from $25,000 to $50,000 for purchases requiring Oklahoma Tourism and Recreation Commission approval.

Modifies references to the renamed division in the Oklahoma Tourism Promotion Advisory Committee statute (68 O.S. 2001, Section 50015).

Updates state publication reporting requirements to exempt promotional publications produced by the Oklahoma Tourism and Recreation Department's Promotion Division and the Oklahoma Department of Commerce from standard disclosure requirements.

Becomes effective July 1, 2010, with emergency provisions allowing immediate effect upon passage and approval.
