Amends 51 O.S. 2001, Section 24A.10 (Oklahoma Open Records Act) to add the Oklahoma Film and Music Office to entities that may keep certain business information confidential.

Allows the Oklahoma Department of Commerce, Oklahoma Department of Career and Technology Education, technology center school districts, and Oklahoma Film and Music Office to keep confidential business plans, feasibility studies, financing proposals, marketing plans, financial statements, trade secrets, and proprietary information submitted for economic advice or business development purposes.

Permits these entities to disclose confidential submitted information when the submitting person or entity consents to disclosure.

Maintains existing exemptions for competitive bidding records, sealed bids, computer programs, real estate appraisals, and prospective business locations prior to public disclosure.

Preserves confidentiality protections for utility customer personal information including credit card numbers, social security numbers, and bank account information.
