Exempts law enforcement officers, firefighters, emergency vehicle operators performing official duties, and physicians/health care providers communicating about patient care or medical emergencies

Allows exceptions for reporting illegal activity, summoning emergency help, preventing injury, using GPS navigation, and transit operators communicating with dispatchers via permanently affixed devices

First violation carries a fine up to $100; subsequent violations up to $250; fines double if the driver is involved in a crash at the time of violation

Enforcement is secondary only, meaning officers can only cite for this violation when the driver is already detained for another alleged traffic violation
