Authorizes the Oklahoma Tax Commission to design and issue a new Buffalo Soldiers special license plate to honor the Buffalo Soldiers, subject to consultation with the Buffalo Soldiers Heritage Corridor Advisory Committee.

Adds the Buffalo Soldiers license plate as item #49 to the existing list of 48 authorized special license plates in Oklahoma law (47 O.S. Supp. 2009, Section 1135.3).

Sets the fee for special license plates at $15.00 in addition to all other vehicle registration fees, with $8.00 going to the Oklahoma Tax Commission Reimbursement Fund and $7.00 apportioned according to Section 1104.

Special license plates are non-transferable and must be renewed annually; the Tax Commission shall develop a system allowing motor license agents to accept applications and process renewals.

Effective date is November 1, 2010.
