• Allows Oklahoma residents under 18 years old to purchase lifetime fishing, hunting, or combination hunting/fishing licenses through installment payments over a maximum three-year period.

• Lifetime license becomes valid only upon full payment; any unpaid balance forfeited after three years with no refund issued.

• Establishes fees for resident lifetime licenses: $200 (fishing), $600 (hunting), $750 (combination), with reduced rates for seniors 60+ years old and disabled veterans.

• Requires purchase of a Lifetime Oklahoma Wildlife Land Stamp for $25 (added to license fee) with proceeds directed to wildlife land acquisition and management through the Oklahoma Wildlife Land Fund.

• Effective date: January 1, 2011.
