Amends Section 43-109.2 of Oklahoma Statutes to clarify exemptions from residential building permit insurance requirements for entities that issue building permits.

Exempts persons performing construction or remodeling on their own single-family or duplex property from needing to provide general liability and workers' compensation insurance documentation, even if the property is used for rental purposes.

Requires general contractors or subcontractors performing work on such properties to still comply with insurance requirements set forth in the statute.

Specifies that residential building permits include new construction, remodels, and additions to single-family or duplex structures, but exclude carports, patios, storage buildings, pools, and fences.

Declares an emergency, making the act effective immediately upon passage and approval.
