Directs the State Department of Health to create a comprehensive COPD state plan outlining sustainable solutions to reduce the burden of chronic obstructive pulmonary disease in Oklahoma through coordinated implementation of multiple strategies.

Requires the COPD plan to include recommendations for prevention and early detection, treatment and management ensuring state-of-the-art care, public awareness and patient education, and improved outcomes through increased funding and advocacy.

Approves creation of the Oklahoma Health Information Exchange Trust (OHIET) as a state-beneficiary public trust to serve as Oklahoma's Qualified State-Designated Entity and facilitate electronic movement of health information among organizations.

Establishes OHIET with seven trustees: three appointed by the Governor, two by the President Pro Tempore of the Senate, and two by the Speaker of the House, with staggered five-year terms and an advisory board representing healthcare providers, insurers, patients, and other stakeholders.

Makes OHIET subject to the Governmental Tort Claims Act and provides immunity from liability for accuracy or completeness of information submitted by third parties to health information exchanges operated by OHIET.
