Prohibits operating a motor vehicle on public roads while using a wireless telecommunications device to write, send, or read text-based communications.

Excludes devices permanently affixed to vehicles and carves out exceptions for law enforcement, emergency responders, and certain legitimate uses (reporting illegal activity, emergency help, navigation, medical communication).

First violation: fine not exceeding $175; subsequent violations: fine not exceeding $500; doubled fines if violation occurs during a crash.

Violation constitutes a moving violation and can only be enforced as a secondary action when officer detains driver for another traffic violation.

Effective date: November 1, 2010.
