Amends 47 O.S. Section 1109 to include lienholder information and lien status in motor vehicle inquiry screen printouts provided to authorized requesters.

Modifies 47 O.S. Section 1131 to allow Oklahoma Tax Commission to send registration renewal notifications via electronic mail in addition to or instead of mailed notices, with email address provided by vehicle owners.

Authorizes Tax Commission to determine the content and form of renewal notifications rather than requiring specific statutory content, allowing use of postcards or electronic mail formats.

Requires Tax Commission to provide information on its public website regarding procedures for obtaining annual notifications via email and explaining all vehicle registration charges and fee apportionments.

Declares an emergency effective date for the act to take effect immediately upon passage and approval.
