Oklahoma Tax Commission shall notify vessel and motor owners of registration renewal through mail or electronic mail, with owners who opt out receiving no notification.

Persons receiving renewal notifications by mail shall be assessed an annual fee of fifty cents ($0.50) for printing and mailing costs, with adjustments permitted for postal service rate increases.

Members of the armed forces, Reserve Corps, Oklahoma National Guard, and their eligible spouses shall receive renewal notifications without payment of the fee.

Renewal notices must include breakdown of charges for one-year and three-year registration periods, with option to use postcards or electronic mail formats.

Tax Commission shall provide free electronic mail notification instructions on its public website with information on registration charges and fee apportionment; emergency clause makes act effective immediately upon passage and approval.
