SB 1399 Summary

• Establishes the Oklahoma Central Stroke Registry to be administered by the State Department of Health to measure, track, and improve stroke patient care quality and access from symptom onset through rehabilitation.

• Requires all hospitals, clinics, physicians, and health care providers to report stroke cases occurring in Oklahoma to the registry beginning January 1, 2011, with information deemed necessary for epidemiologic surveillance.

• Authorizes the Department to use non-confidential registry data to conduct epidemiological surveys, study treatment efficacy, examine risk factors, and assist communities in planning stroke reduction efforts.

• Protects patient and physician identity in reported cases, with exceptions allowing confidential data access for legitimate public health research activities under specific safeguards and written agreements.
