Amends Oklahoma education law to require parents or guardians of children receiving education through "other means" (such as homeschooling) to provide written notification to their public school district of residence before the first day of school or within 10 days of beginning such education.

Applies to children over age 5 and under age 18 who are not attending public, private, or traditional schools.

Preserves existing compulsory attendance requirements and exemptions for children with disabilities, emergencies, students age 16 and older with written joint agreement, and students observing religious holy days.

Becomes effective July 1, 2010 with an emergency declaration for immediate implementation.
