Amends Section 1210.453 of Oklahoma statutes relating to the Oklahoma School for the Visual and Performing Arts (OVPA)

Prohibits OVPA from offering residential campus summer arts camp programs for students in grades 9-12 between the end of the spring semester and the beginning of the fall semester

Defines "campus summer arts camp programs" as programs housing students as a group for two weeks or less by the school

Enforcement of this prohibition does not apply if either the Oklahoma Arts Institute or OVPA ceases to operate or exist

Directs the OVPA board of trustees to prioritize hiring residents of Oklahoma over non-residents when all other qualifications are equal
