Sets the duties and compensation of State Department of Education employees as determined by the State Board of Education, without specific legislative prescription.

Establishes budgetary limitations for the State Department of Education for fiscal year ending June 30, 2011: zero full-time-equivalent employee additions and $0.00 for lease-purchase agreements.

Applies limitations to all expenditures excluding capital and special projects authorized under Section 3603 of Title 74 of the Oklahoma Statutes.

Becomes effective September 1, 2010.
