Appropriates funds to the Oklahoma State Regents for Higher Education from the General Revenue Fund for fiscal year ending June 30, 2011, with the amount left blank at $0.00.

Establishes lapse dates allowing appropriations to be budgeted for either FY-11 or FY-12, with funds from FY-11 needing to be expended by November 15, 2011, and FY-12 funds by November 15, 2012.

Permits unused FY-11 funds to be re-budgeted for FY-12 after agency submission and approval of budget revision by the Office of State Finance.

Becomes effective September 1, 2010.
