Appropriates funds to the Oklahoma Department of Libraries for the fiscal year ending June 30, 2011, to perform duties imposed by law.

Requires the Department to budget all funds in three categories: Services to State Government, Services to Libraries, and Administration, with outcome-based performance measures for each category.

Authorizes the Director of the Oklahoma Department of Libraries to set employee duties and compensation, with the Director's salary capped at a specified amount (not to exceed stated limit) for fiscal year 2011.

Establishes budgetary limitations on full-time-equivalent employees and expenditures (excluding capital and special projects), except as authorized under Section 3603 of Title 74 of the Oklahoma Statutes.

Effective date is September 1, 2010.
