Appropriates funds to the Oklahoma School of Science and Mathematics from the General Revenue Fund for fiscal year ending June 30, 2011, with specific amounts to be determined.

Requires the Board of Trustees to budget all funds into two categories: Regional Outreach Science and Math Centers and Statewide Enhancement in the Fields of Mathematics and Science, with outcome-based performance measures for each.

Sets the Director's salary cap at a specified amount not to exceed a designated figure for fiscal year 2011, payable monthly, with other employee duties and compensation to be determined by the Director.

Establishes budgetary limitations on full-time-equivalent employees and expenditures (excluding capital and special projects) for fiscal year 2011, subject to authorization under Section 3603 of Title 74 of the Oklahoma Statutes.

Effective date is September 1, 2010.
