Authorizes the Board of Trustees of the Oklahoma School of Science and Mathematics to budget all funds in specified categories with $0.00 appropriated for Regional Outreach Science and Math Centers and Statewide Enhancement in the Fields of Mathematics and Science for fiscal year ending June 30, 2011.

Establishes that the duties and compensation of Oklahoma School of Science and Mathematics employees shall be set by the Director, with the Director's salary capped at $0.00 per annum.

Establishes budgetary limitations for fiscal year ending June 30, 2011, including zero (0.0) full-time-equivalent employees and $0.00 for lease-purchase agreements.

Requires the Board of Trustees to develop outcome-based performance measures for each budget category.

Becomes effective September 1, 2010.
