Appropriates funds to the Department of Central Services from the General Revenue Fund for fiscal year ending June 30, 2011 to perform departmental duties.

Authorizes the Department to expend funds from the Risk Management Fire Protection Revolving Fund and Oklahoma Motor License Agent Indemnity Fund for comprehensive professional risk management program salaries and administrative expenses.

Requires the Department to budget funds across nine categories (Administration, Core Services, Central Printing, Public Employees Relations Board, Property Distribution, Capitol-Medical Zoning Commission, Motor Pool, Alternative Fuels, and Risk Management) with outcome-based performance measures.

Sets the Director's salary limit and establishes full-time-equivalent employee and lease-purchase agreement budgetary limitations for fiscal year 2011.

Effective date is September 1, 2010.
