Appropriates funds to the State Election Board from the General Revenue Fund for the fiscal year ending June 30, 2011 to perform its statutory duties.

Requires the State Election Board to budget all funds across four specified categories: Administration/Data Processing, Voter Registration, Voter Outreach, and Elections Management (amounts to be filled in).

Authorizes the Secretary of the State Election Board to set employee duties and compensation as needed, with the Secretary's salary capped at a specified amount not to exceed $0.00 annually for fiscal year 2011.

Establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements for the State Election Board for fiscal year 2011.

Effective date is September 1, 2010.
