Establishes budgetary limitations for the Ethics Commission including full-time-equivalent employees at 0.0 and lease-purchase agreements at $0.00 for fiscal year 2011.

Authorizes the Ethics Commission Executive Director to set duties and compensation of employees necessary to perform the agency's statutory responsibilities.

Effective date is September 1, 2010.
