Appropriates funds to the Military Department of the State of Oklahoma for fiscal year ending June 30, 2011, with amounts to be determined by the legislature.

Requires the Military Department to budget all funds across six categories: Administration, Support Services, Armory Maintenance, Museum Management, Youth Programs, and Federal Funds.

Grants the Adjutant General authority to set employee duties and compensation as needed to perform the department's legal duties.

Establishes budgetary limitations on full-time-equivalent employees and expenditures (excluding capital and special projects).

Becomes effective September 1, 2010.
