Appropriates funds from the General Revenue Fund to the Oklahoma Space Industry Development Authority for the fiscal year ending June 30, 2011 to perform its legally mandated duties.

Requires the Authority to budget all appropriated funds across three categories: Administration, Operations, and Federal Funds, with a requirement to develop outcome-based performance measures for each category.

Sets the maximum annual salary for the Chief Executive Officer of the Oklahoma Space Industry Development Authority and establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements for fiscal year 2011.

Becomes effective September 1, 2010.
