Appropriates funds to the Oklahoma Tax Commission from the General Revenue Fund for the fiscal year ending June 30, 2011, to perform duties imposed by law

Requires the Oklahoma Tax Commission to budget all funds across ten categories including Headquarters/Administration, Central Processing, Taxpayer Services, Tax Administration, Audit Services, Collections, Legal Services, Motor Vehicle, Ad Valorem Programs, and Management Services

Authorizes the Oklahoma Tax Commission to set employee duties and compensation not otherwise prescribed by law, subject to specified budgetary limitations on full-time-equivalent employees and expenditures

Establishes that the agency must develop outcome-based performance measures for each budget category

Effective date: September 1, 2010
