Appropriates funds to the Department of Transportation from the General Revenue Fund for fiscal year ending June 30, 2011, with amounts to be transferred to the State Highway Construction and Maintenance Fund and Public Transit Revolving Fund.

Requires the Department to expend specified minimum amounts for construction of roads to existing industrial sites, roads for economic development, and construction/maintenance of roads to historical sites and lake access roads.

Establishes budget categories and total amounts for Department expenditures including administration, operations, engineering, county roads, bridges, equipment, and capital improvement programs.

Sets limitations on the Director's salary at a specified amount per annum and establishes budgetary limits on full-time-equivalent employees and expenditures excluding capital and special projects.

Becomes effective September 1, 2010, with passage by the Senate on March 9, 2010.
