Increases maximum annual apportionment to the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund from $370,000,000 to $400,000,000 beginning fiscal year 2012

Raises initial apportionment for fiscal year 2011 to $35,700,000 and establishes $30,000,000 apportionment for fiscal year 2011, with funds allocated first for debt service on obligations authorized under Title 73 of Oklahoma Statutes

Allocates ROADS Fund revenues for highway construction and maintenance, direct operating expenses, matching federal funds, equipment purchases, and debt service on transportation bonds

Changes fund transfer source in Section 65 of ENR SB 1561 from State Highway Construction and Maintenance Fund (Fund 310) to State Transportation Fund (Fund 290) for $100,756,780.00 transfer

Effective July 1, 2010, with emergency declaration allowing immediate implementation
