Appropriates funds from the General Revenue Fund to the State Department of Health for the fiscal year ending June 30, 2011, with all specific dollar amounts to be filled in.

Establishes budget categories for the department including Support, Family Health, Communicable Disease, Chronic Disease, Local Health, Consumer Protection, Eldercare, and Health Promotion and Policy Analysis.

Sets the salary limit for the State Commissioner of Health at a blank amount to be determined, with authority to set other employee compensation through the Commissioner.

Imposes budgetary limitations on full-time-equivalent employees and lease-purchase agreements for the State Department of Health.

Becomes effective September 1, 2010.
