Appropriates funds to the Oklahoma Health Care Authority from the General Revenue Fund for the fiscal year ending June 30, 2011, to perform duties imposed by law.

Requires the Authority to budget all funds across specified categories including Operations, Medicaid Payments, Medicaid Contracted Services, Rehabilitation Services, and Medical care grants.

Grants the Administrator authority to set employee duties and compensation not otherwise prescribed by law, with the Administrator's salary not to exceed a specified amount for fiscal year 2011.

Establishes budgetary limitations for the Authority including full-time-equivalent employees (0.0) and lease-purchase agreements ($0.00).

Effective date of September 1, 2010; passed the Oklahoma Senate on March 9, 2010.
