Appropriates funds to the Oklahoma Human Rights Commission from the General Revenue Fund for the fiscal year ending June 30, 2011 to perform duties imposed by law.

Requires the Commission to budget appropriated funds across three categories: Administration, Enforcement and Compliance, and Community Relations, with outcome-based performance measures for each category.

Establishes the Director's salary at a specified amount (to be filled in) not to exceed a maximum, payable monthly for fiscal year ending June 30, 2011.

Sets budgetary limitations for fiscal year 2011 including full-time-equivalent employee cap of 0.0 and lease-purchase agreement limit of $0.00.

Becomes effective September 1, 2010.
