Establishes budgetary requirements for the Oklahoma Human Rights Commission for fiscal year ending June 30, 2011, with all budget categories (Administration, Enforcement and Compliance, Community Relations) set at $0.00.

Authorizes the Director to set employee duties and compensation as necessary, with the Director's salary capped at a blank amount (to be filled in) per annum, payable monthly.

Imposes budgetary limitations on full-time-equivalent employees at 0.0 and lease-purchase agreements at $0.00 for the fiscal year.

Requires the Commission to develop outcome-based performance measures for each budget category.

Effective date is September 1, 2010; passed the Senate on March 9, 2010.
