• Appropriates funds from the General Revenue Fund to the J.D. McCarty Center for Children with Developmental Disabilities for fiscal year ending June 30, 2011, with amount to be determined.

• Requires the center to budget all funds in specified categories including General Operations and Children's Recreation Program, with outcome-based performance measures to be developed by the agency.
