Office of Juvenile Affairs must initiate a separate request for proposals to construct or acquire a facility to replace a juvenile detention facility with more than 125 secure beds.

Board of Juvenile Affairs is authorized to enter into a lease-purchase agreement for construction or acquisition of the replacement facility, with title transferring to the Office upon conclusion of the lease term.

Office of Juvenile Affairs must initiate separate requests for proposals for property razing and for management and operation of the new facility.

Board of Juvenile Affairs is authorized to promulgate rules and establish procedures to implement the provisions of the act.

Department of Central Services shall work in conjunction with the Office of Juvenile Affairs to implement the act.
