Appropriates funds to the Oklahoma Conservation Commission from the General Revenue Fund for fiscal year ending June 30, 2011, to perform duties imposed by law.

Requires the Commission to budget appropriated funds across five categories: Administration, Watershed Operation and Maintenance, Field Service, Abandoned Mine Land Reclamation, and Water Quality/Wetlands.

Directs the Commission to set employee duties and compensation, with the Executive Director's salary capped at a specified amount not to exceed $0.00 per annum, payable monthly.

Establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements for fiscal year 2011.

Becomes effective September 1, 2010.
