Appropriates funds to the Commission on Consumer Credit from the General Revenue Fund for fiscal year ending June 30, 2011 to perform duties imposed by law.

Requires the Commission to budget all funds into two categories: General Administration and Examinations, with amounts to be specified.

Directs the Commission to develop outcome-based performance measures for each budget category and sets full-time employee limitation at 0.0 FTE.

Grants the Director authority to set employee duties and compensation not otherwise prescribed by law.

Effective date: September 1, 2010.
