Appropriates funds to the Department of Environmental Quality for fiscal year ending June 30, 2011 from the General Revenue Fund for the agency to perform its duties prescribed by law.

Requires the agency to develop outcome-based performance measures for each budget category across its six divisions: Administrative Services, Air Quality, Customer Services, Environmental Complaints and Local Services, Water Quality, and Waste Management.

Sets the Executive Director's salary cap at $0.00 per annum and establishes budgetary limitations on full-time-equivalent employees and expenditures for the fiscal year.

Grants the Executive Director authority to set duties and compensation for other employees not otherwise prescribed by law.

Effective date: September 1, 2010.
