Appropriates funds to the Oklahoma Department of Mines for the fiscal year ending June 30, 2011 to perform legally mandated duties.

Requires the Department of Mines to budget funds across four categories: Administration, Coal Programs, Non-Coal Programs, and Oklahoma Miner Training.

Authorizes the Executive Director of the Department of Mines to determine employee duties and compensation, with the Executive Director's salary capped at a specified amount for fiscal year 2011.

Establishes budgetary limitations on full-time-equivalent employees and expenditures, excluding capital and special projects authorized under Oklahoma Statutes Title 74, Section 3603.

Becomes effective September 1, 2010.
