Authorizes the Scenic Rivers Commission for Flint Creek, Illinois River, and Barren Fork Creek to charge an annual use fee of $10.00 per noncommercial, privately owned flotation device.

Allows the Commission to charge an alternative daily use fee of $1.00 per day for noncommercial, privately owned flotation devices in state-designated scenic rivers areas.

Exempts landowners located immediately adjacent to state-designated scenic rivers areas from paying either fee for their flotation devices.

Maintains the existing $35.00 annual use fee for commercially owned and operated flotation devices and increases the penalty for operating without a proper license to a maximum fine of $100.00.

Authorizes the Commission to establish camping site fees not to exceed rates charged by the Oklahoma Tourism and Recreation Department and to promulgate rules for fee collection under the Administrative Procedures Act.
