Appropriates funds to the Department of Corrections for the fiscal year ending June 30, 2011, with amount to be determined by the legislature.

Requires the Department to budget funds across five categories: Administration, Institutions and Field Operations, Contract Beds, Community Corrections, and Treatment and Rehabilitation Services.

Authorizes the Director to set employee duties and compensation; limits Director salary to amount determined by legislature; allows up to 6% of total employees to be hired in unclassified service.

Sets budgetary limitations on full-time-equivalent employees and lease-purchase agreements for fiscal year 2011.

Effective date: September 1, 2010.
