Department of Corrections must budget funds for fiscal year 2011 across five categories: Administration ($35,065,328), Institutions and Field Operations ($196,674,978), Contract Beds ($107,362,305), Community Corrections ($52,199,240), and Treatment and Rehabilitative Services ($70,839,926), totaling $462,141,777 in appropriations and $548,129,449 overall.

Director of the Department of Corrections salary is capped at $132,309 per year, payable monthly for fiscal year 2011.

Department is authorized to use prison inmates for state agency construction projects under written agreements addressing liability, funding, security, and public safety, provided inmates do not replace existing state employees.

Department may expend up to $1,250,000 from the Industries Revolving Fund for departmental operations.

Appropriations from Enrolled Senate Bill 1561 may be budgeted for either fiscal year 2011 or 2012 but not both simultaneously; unspent FY-11 funds must be expended by November 15, 2011, or may be rebudgeted for FY-12 with approved budget work program revision.
