Appropriates funds to the Office of the State Fire Marshal from the General Revenue Fund for fiscal year ending June 30, 2011 to perform duties imposed by law.

Requires the Office of the State Fire Marshal to budget all funds according to specified categories: Administrative Services, Education, Field Operations, and Council on Firefighter Training (all amounts set at $0.00).

Authorizes the State Fire Marshal to set duties and compensation for necessary employees not otherwise prescribed by law, with the State Fire Marshal's salary capped at $0.00 per annum, payable monthly.

Establishes budgetary limitations including full-time-equivalent employees at 0.0 and lease-purchase agreements at $0.00 for the fiscal year, subject to Section 3603 of Title 74 of the Oklahoma Statutes.

Effective date is September 1, 2010; passed the Oklahoma Senate on March 9, 2010.
