Appropriates funds to the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control for fiscal year ending June 30, 2011, from the General Revenue Fund for the bureau to perform its duties.

Requires the agency to budget all funds across six categories: Administrative Services, Enforcement, Wire Intercept/Drug Interdiction, Diversion, Information Technology/Communications, and Prevention/Education/Training.

Mandates the agency develop outcome-based performance measures for each budget category.

Authorizes the Director to set employee duties and compensation not otherwise prescribed by law, with the Director's salary not to exceed a specified amount per annum.

Effective September 1, 2010, with budgetary limitations on full-time-equivalent employees and expenditures excluding capital and special projects.
