Appropriates funds to the Department of Public Safety from the General Revenue Fund for the fiscal year ending June 30, 2011, to perform duties imposed by law.

Requires the Department of Public Safety to budget funds across nine categories including administrative services, law enforcement, motor vehicle operations, driver licensing, telecommunications, homeland security, and the Board of Chemical Tests.

Authorizes the Commissioner to set employee duties and compensation not otherwise prescribed by law, subject to full-time-equivalent employee limits and expenditure restrictions for fiscal year 2011.

Prohibits full-time-equivalent employee limits from including cadets during patrol school or probationary employment status.

Becomes effective September 1, 2010.
