Appropriates $599,605,181 to the State Board of Education from the Education Reform Revolving Fund for financial support of public schools for fiscal year 2011.

Makes appropriations to numerous state agencies including higher education, health, corrections, transportation, and human services totaling over $1 billion for the 2010-2011 fiscal year.

Authorizes expenditures from federal American Recovery and Reinvestment Act funds for education, health services, and higher education institutions.

Directs transfers between state funds, including $2 million from the Unclaimed Property Fund to the Special Cash Fund and $100.7 million from the State Highway Construction and Maintenance Fund to the Special Cash Fund.

Becomes effective July 1, 2010.
