Authorizes appropriations from various state funds including General Revenue Fund, Special Cash Fund, Education Reform Revolving Fund, and agency-specific dedicated funds.

Establishes funding allocations for legislative bodies (Oklahoma House and Senate), executive offices (Governor, Secretary of State, Attorney General), and judicial branches (Supreme Court, Court of Criminal Appeals, District Courts).

Provides specific appropriations for education-related agencies including State Board of Education, Oklahoma State Regents for Higher Education, State Board of Career and Technology Education, and Oklahoma Educational Television Authority.
